The tax department has done pioneering work in the field of electronic identification in the Netherlands. About 14,000 fiscal intermediaries take care of tax declarations for their clients by e-mail through certificates of DigiNotar. Encryption of messages and signing provide the required protection and secrecy.
Dutch Land Registry
The land registry and civil-law notaries exchange legally essential data over the Internet without restrictions through a DigiNotar certificate. By using the qualified signature it is possible for the Land Registry to fully digitalise the paper process with its chain partners. More than one million paper registrations are digitalised in this way.
Ministry of Justice
The Ministry of Justice has protected its Internet portal with a security solution that makes it possible to log in through different means of authentication (token, smartcard). All Justice employees have a personal certificate, which is issued by the Ministry of Justice. With the certificates employees can telework, access web mail and digitally sign web forms. The environment is managed as a “managed PKI” in the safe computer locker of DigiNotar.
Ministry of Social Affairs and Employment
In order to reduce the administrative burden for municipalities, the Ministry of Social Affairs and Employment has decided to digitalise the paper accounts as part of the WWB, WSW etc.. The Ministry of Social Affairs and Employment receives accounts from municipalities in electronic form. The audit report is also submitted by the accountant of the municipality. Access to the Digital Accountability System (DVS) and signing the accounts takes place with PKI government certificates issued by DigiNotar.
Chamber of Commerce (International)
Entrepreneurs, both nationally and internationally,who need export documents from the Chamber of Commerce, can also arrange this digitally. With regard to a digital application these export documents must meet the statutory provisions that currently apply to a paper application: the applications must include a (digital) signature. The digital signature is also a condition for printing the export documents through a printer with special software, so that documents can be printed safely. This digital signature is obtained through DigiNotar.
Online accounting and salary processing

Many companies are saving thousands of Euros on their administrative processes. Every day DigiNotar signs thousands of invoices of various companies with NotarSign. Legislation is on the way to also make such processes possible for other official documents, such as the insurance policy.
How can you quickly and simply identify thousands of clients who will do their accounting and salary processing online?
DigiNotar takes care of the identification and authentication of online users for a number of large service providers. Logging into the systems of providers proceeds through the central EazyID and PASS service of DigiNotar. It is easy, reliable and based on single sign-on. Various means of authentication are supported with an OTP token, SMS, password or certificate It has never been so easy to go online with reliable authentication.

Your own electronic signature?
DigNotar developed the patented “DigiPen” concept for the counter or mobile applications. Your own written signature, which is placed via a tablet, is linked to the document, contract or report as a legally valid electronic signature through the Signing Service. Direct archiving and confirmation by email means that companies can save a lot on paper flows.
Electronic registration – E-procurement
How can I automate the Tender process? Sensitive information such as the amount of the registration must remain secret until the termination of the registration period. Furthermore, there must be absolute certainty with regard to the submitted registrations: the authorisation of the tenderer, the integrity of the registration, and the irrefutability.
All this has been realised with the electronic, qualified signature through the Signing Service of DigiNotar. It offers a receipt and places the registration in the digital locker until the moment of announcement. As a result the registration process has become flexible, fast and much less complex. Auctioning and drawing lots in an electronic way have also been made possible in the same way.
E- government
The Dutch government has an ambitious objective. More than 75% of the transactions between citizens and the government must proceed electronically. In order to meet this objective local or national authorities would therefore like to have their E-forms signed by citizens. Citizens have their DigiD, which is a userid and password provided by the government. Through the web service of DigiNotar it is possible to place an advanced electronic signature on E-forms with DigiD. The Signing Webservice is easy to call through online programs and standard E- government software. Citizens place their signature in the safe Trusted environment of DigiNotar. The form is archived as PDF or XML and made available for further processing. It is a simple, fast and efficient solution.
Legal profession and notarial profession
The challenge is to exchange highly confidential documents electronically. Standard e-mail offers too few opportunities for this purpose. Professional service providers, including the notarial and legal profession, are working closely together with DigiNotar to sign, encrypt, send and save, for example, court documents, statements made by a witness, deeds and wills in a protected ‘exchange platform’, so that only authorised persons can use them. In addition, the notarial profession protects the communication with mortgage banks and land registry offices through certificates of DigiNotar.
Lawyers online - job certificates
Identifying yourself as an officially registered lawyer, civil-law notary, court bailiff, state bailiff or fiscal intermediary. DigiNotar offers job certificates with which the holder can be authorised at once. For example, lawyers in the Netherlands receive a soft token certificate from their professional organisation that identifies them as a recognised lawyer. With this certificate and through PASS – the single sign on authentication service of DigiNotar - the lawyer can access various applications: the information databases of the professional organisation, education system, planning of the courts and information concerning current matters. With one authentication service for access DigiNotar uses several legal service providers. It is easy to connect to more applications on the authentication service. Providers can register lawyers for their application through a web service.
Accountancy
The accountant sends a draft declaration to clients via the protected web portal ‘DocProof’ of DigiNotar. The client gives his electronic approval to the document, after which the document will be signed electronically by the accountant and sent digitally to the tax department. With its support for PDF, XML and XBRL, DigiNotar is the “hub” in the electronic trade traffic. For accountancy, but also for all other professional groups where electronic exchange is a key process.
